Just a question Major. If the hay's so bad why would animals like it as bedding? Would you like a manky dirty old pillow? I wouldn't.

The hay is old and lacking nutrition, some bales are dirty
When the bales are cut open and spread by fork for cows they will like it, they will try to eat some and find it not nice then leave it.

PS I have never seen so many army blankets

I am surprised that any firm would undertake clearing out property in this lock down , not quite what I would say is emergency works, Firms have a duty to their staff , Prolonged concentrated interior works are not classified as emergencies
