Should we consider going over to single use eating /drinking utensils to combat diseases?

I don't think that would be necessary, and it would undo all the work that has been done to reduce throwaway stuff.

The problem is not about utensils in Resturants, it is Social Distancing the more tables a resturant has the more chance it will make money, so resturants tend to squeeze in tables in every available space ,

With Social distancing Resturants will end up with one person per table , so much for those Romantic Candle lit meals in resturants !

Couples would have to keep in touch with each other using their mobile phones on each table ,

Exactly. The inspection of washing up facilities and best practice in their useage is part of an EHO visit. Cutlery and crockery are the kings of recycling, why put even more plastic shit into landfill?

I carry a pen knife and have a salt mill in the truck, why use disposable stuff?

Indeed.
The current hygiene R&R's are more than enough, if restaurants adhere to them. No need for disposables.

One cannot with any decorum at all patronise a restaurant and produce a grubby, possibly germ ridden penknife and use it to cut up fillet steak, how would one consume creme brulee with such a tool????.

Regarding a candle lit meal, pray tell where you have been or go now for such?????
