I doubt these lifeboat folks have any arrest powers. I'm sure they radio the authorities and let them know they are bringing folks ashore.
We have nothing like this in the US that I know of.
Our Coast Guard is now federal law enforcement and must follow federal law. Cubans caught at sea are returned to Cuba (what happens to them there is anyone's guess).
Cubans and Haitians are much better off if they can get picked up by private individuals, or better yet, make it to Florida.
